Community engagement was an important part of the success in updating the 2023 Housing Element—which was certified by HCD in April 2024. Implementation of the Housing Element is now underway with the Housing Element Rezone Program. The Santa Cruz County community will have multiple opportunities to attend upcoming public meetings.

Housing Element Implementation: Rezone Program

Now that the Housing Element has been certified, the Housing Element Rezone Program is underway to meet state law requirements and implement the zone district and land use designation changes directed in the 2023 Housing Element.

Update and Certify the 2023 Housing Element

The update of the 2023 Housing Element took input from everyone in the community. After nearly a year of public engagement, multiple outreach meetings and focus groups, and review by several commissions, the Board adopted the 2023 Housing Element in November 2023 that addressed all requirements of housing element law for the 2023 - 2031 planning period. The 2023 Housing Element was certified by HCD in April 2024 and the complete document can be accessed here: 2023 Housing Element.

The events calendar below shows past public meetings for the Housing Element Update, from early study sessions introducing the project in Fall 2022, through public outreach opportunities in Spring 2023, ending with the final Board of Supervisors Public Hearing and Adoption in November 2023.
