State and Federal Grants

The California Department of Housing and Community Development (State HCD) recently announced that the County is eligible for approximately $3.3 million in PLHA funds over the next five years. The purpose of the PLHA Program is to help local governments to address their affordable housing needs. To access these funds, the County must submit a five year plan showing how it intends to use its PLHA funds over the next five years for eligible housing activities within the unincorporated areas of Santa Cruz County (County).

State HCD PLHA Final Guidelines(2019)-  Includes a list of eligible activities, the application process, and threshold requirements for an application to be considered for funding.

Amended County PLHA 5-Year Plan (2023)-  Includes a table listing activities the County proposes to fund for the next five years along with the percentage of funds that will be allocated to each of these activities.

The HOME 2019, $700,000 grant award provides Tenant Based Rental Assistance for security deposit and monthly rental assistance for residents of Unincorporated Santa Cruz, City of Watsonville, City of Capitola, and City of Scotts Valley.  The program is administered by the Housing Authority of Santa Cruz (security deposits only) and Families in Transition.

The CDBG- CV 2/3 Grant award

provides funding by providing food, shelter, supplies, support services and education to address Covid-19 impacts.  The County was awarded four separate awards:

The CDBG 2021 $500,000 grant award

provides a new Street Outreach pilot program serving people experiencing homelessness within the unincorporated areas of the County.  The program aims to connect persons experiencing homelessness with links to housing, health, and other support services to help them secure shelter and long-term housing. This is collaboration between a contracted community-based organization, County Human Services Department and its new Housing for Health Division.

The purpose of the CalHome Program is to enable low income households to become homeowners or improve the safety of their homes. These Grants are provided to local public agencies and nonprofit developers to assist individual households through deferred-payment loans. Grants are awarded through a competitive process after the issuance of a Notice Of Funding Availability (NOFAs). The County of Santa Cruz has been awarded the following CalHome Grants:

CalHOME Mortgage Assistance Program- - Applications are not being accepted at this time, please check back for future funding availability

The County of Santa Cruz administers the State of California’s CalHome Mortgage Assistance Program. The CalHOME Program provides a down payment loan of up to $56,400 to income eligible purchasers towards the purchase of a condominium, town home, or single-family residence in the unincorporated areas of Santa Cruz County. CalHome funds are limited and will be allocated on a “first come, first serve basis”.

CalHOME– Manufactured Home Replacement Program - Currently Inactive

  • The County of Santa Cruz administers the State of California’s CalHOME Manufactured Home Replacement Program. The CalHome Program provides financial subsidy of up to $54,600 to income eligible mobile homeowners living in our preapproved mobile home parks to replace their older mobile home with a new manufactured home in the unincorporated areas of the County. CalHome funds are limited and will be allocated on a “first come, first serve basis”.
