EZ Permits

Only property owners and licensed contractors may apply for an Easy Permit. See Limitations below.

• Contractors must create an online account here before applying for an Easy Permit. Processing new accounts can take up to 7 business days, but is usually faster. Once you have an account, apply online, and instantly receive the permit.
• Property owners may apply for and instantly receive an Easy Permit (without first creating an account) by applying through the EZ Permit online service. 
• You will be required to pay online and download and print your own permit card.

• No alteration of walls.
• Single-trade permits only. Combination mechanical, electrical, plumbing permits, which are often used for kitchen and bathroom remodels, cannot be processed online. Please refer to the In-Person Easy Permit information.
• For parcels with Code Cases, Service Requests, or a location in a Flood Zone, use the In-Person Easy Permit service.
• Only property owners and qualified contractors may apply for an online easy permit. Contractors must have a valid California Contractors license and can only apply for building permits that align with their Contractor’s License classification type. For example, contractors with a B license cannot pull permits for certain trades and must make an in-person appointment for those permit types.

Bring the required forms for your project:

• Application Form - PLG200
• Owner / Agent Form - PLG210 Use this form if the applicant is not the owner or contractor (e.g., an architect, designer, or consultant);
• Owner-Builder Acknowledgment - PLG-220 Use this form if you are not using, or have not yet hired, a contractor. Please read these important considerations about becoming an Owner-Builder.

• No alteration of walls.
• If your parcel is located in a flood zone, the County has flood damage prevention regulations that may affect how you repair, remodel, or add on to your building. Please review the Substantial Improvement / Damage Review brochure and form. To submit an application, we require either:
  • - a contract between the owner and contractor with a breakdown of cost;
  • OR
  • - a completed Substantial Improvement Form.
