An Encroachment Permit is required for all work done in the County right of way. Work includes utilities projects that involve excavation or trenching; street improvement projects; driveways; and tree trimming, removal, and planting within the County right-of-way.

The Stormwater Section reviews when there are new and/or replaced impervious and/or semi-pervious surfaces, or if there are changes to existing drainage patterns.

Processes permits for work related to sewer connections. We conduct engineering plan review for subdivision projects involving new and existing connections, conversion from septic to sewer, and improvements on County right-of-way. We also oversee issues relating to illicit connections, sanitary sewer overflows, and commercial/industrial activities.

We process commercial and residential development projects, coordinating with the Engineering Review Group to ensure roadside and transportation improvements, and develop and ensure the implementation of mitigation requirements for developments.

Primarily reviews building and development permits for site development engineering, geotechnical and geologic standards, and reviews subdivisions and associated improvement plans. We also perform safety assessments related to geological hazards.

Policies, programs, and ordinances that guide land use and protect the quality of life and natural resources in Santa Cruz County.

Investigation and enforcement of building, environmental, zoning, vacation, and hosted rental ordinances.

We provide access to past building permit and discretionary applications. An appointment is required to view records.

We administer the County’s affordable housing and community development programs to create and maintain affordable housing in the unincorporated County.
