What is CSA 9?

County Service Area 9 (CSA 9) provides essential public works services to the unincorporated areas of Santa Cruz County and the City of Scotts Valley. These services help maintain infrastructure, improve safety, and support community needs.

Services Provided

CSA 9 is divided into different zones, each offering specific services:

  • Zone A – Street lighting in designated unincorporated residential and commercial areas
  • Zone B – School crossing guard program for the Live Oak Elementary School District
  • Zone C – Landfill operations and resource recovery
  • Zone D – Road maintenance (North, Central, and South sub-zones)
  • Zone E – Street and landscaping maintenance in the former Live Oak/Soquel Redevelopment Area
  • Zone F – Public parking and landscaping maintenance in Soquel Village (currently inactive)

How is CSA 9 Funded?

CSA 9 services are funded primarily through benefit assessments on property tax bills. Some zones, like Zone B, are funded by property taxes, while others rely on service fees.
