CSA 7, Zone 2 - Fallen Leaf Neighborhood

County Service Area 7, Zone 2

County Service Area No. 7 – Zone 2, includes properties in the Fallen Leaf neighborhood as well as the Cal Fire Station on Jamison Creek Rd.  This County Service Area (CSA) has its own sewage treatment facility which is maintained by the County Sanitation Operations team. Revenues to operate this treatment plant are collected yearly from all residential homes, the Cal Fire Station, and properties designated as buildable lots. Annual sewer service charges are placed on your Santa Cruz County property tax bill as a special levy. 

Summary of CSA Formation

  • In April of 2024 the Fallen Leaf neighborhood voted in favor of Community Development and Infrastructure taking over maintenance and operation of the Big Basin Wastewater Treatment Plant.
  • June of 2024 the Board of Supervisors adopted Resolution 190-2024 finalizing the creation of CSA 7-Zone 2.
  • Santa Cruz County Public Works Sanitation Division began maintenance and operations of the newly formed CSA 7 – Zone 2 system on July 1, 2024.
  • CSA 7 - Zone 2 includes 32 parcels served by the Big Basin Wastewater Treatment Plant.
  • Standby charge supports operation and maintenance costs for vacant buildable parcels affected by the CZU fire.
  • Assessment methodology follows Government Code regulations for fair charges based on property use.

  • May 5, 2026: Hold the Public Hearing, Consider Adoption of Rates, and Set a Public Hearing for Charge Reports
  • June 10, 2026: Hold a Public Hearing and Consider Adoption of Charge Reports
