Overview
Below you will find guidance for preparing your building permit application submitted through ePlan Review.
Residential projects are required to use the Camino Online Permit Guide prior to applying for a building permit. After you run your guide, take note of the Submission Number located in the top left corner. You will need to provide that number on the PLG230 form.
If you have submitted applications in the past, do not use forms you have downloaded previously. We are constantly updating and improving our forms so be sure to use the latest version.
Application Content
Most ePlan Review applications require 3 PDF files: Application, Plans, and Supplemental Documents. Some applications, however, require only two files. The Application file is required for all submissions. The Plans and Supplemental Documents files are required only when applicable to your specific project. ePlan Review requires a minimum of two files.
Combine into one file, with a bookmark for each document.
Always Required
Required if Applicable
- PLG210 – Owner-Agent Authorization Form - Use if the aplicant is someone other than an owner or licensed contractor.
- PLG220 – Owner-Builder Acknowledgement Form - This form is not required at intake, but may be required prior to permit issuance if a contractor is not listed on the permit.
- PLG270 – Alternate Design Material Construction Form - Use if you used Alternate Design or Materials
- Environmental Health Building Clearance
- Will-serve Letter(s) for water and/or sewer
- Include any email or correspondence from staff indicating that a Soils Report or Coastal Development Permit is not required, or other similar unique situations.

Required if Applicable
- PLG240 – Special Inspections Form.
- PLG215 – Modification Worksheet & Plan: This may be required if your project is an addition or remodel with alteration of walls. You can learn more on the Modification Evaluation webpage.
- Conditions of approval of related Discretionary and/or Environmental Permits must be embedded into a full-size plan sheet.

The SUP file is required when submitting supplemental documentas that are not included on a full-size plan sheet. For examples of common supplemental documents, please refer to PLG235.

- Structural calculations
- Soils report or approved soils report waiver – To submit a soils report waiver request, use this form: Geotechnical (Soils) Report Waiver Request.
- Truss calculations, unless deferred
- PLG300 – Consultant Plan Review Form, to be completed by the Geotechnical Engineer that authored your soils report
- Appendix A, if adding or replacing impervious or semi-pervious surfaces
- Manufacturer’s specification sheet(s) with ICC, IAPMO, UL or other approved listing agency. For example, heating and cooling systems, water heaters and boilers, energy storage, shear wall assemblies.
How to Submit Your Application
Once you have prepared your application's files, you will submit them through ePlan Review. If you do not already have an ePlan account, the first step will be to create one. After that, folow the prompts to upload your application.
